It hasn't rolled out 100% yet, but it will over time.

With more and more personalization being included in their search algo, it will become increasingly more difficult to target users.

Yes these are some changes that google is changing on SEO and almost strategy is changed, personal information is also included in the search results and I like this strategy. It would be embarrassing for some and good for some.
